I believe it was a mistake for me to assume that shipping apps with Developer ID + notarization would require agreeing to “App Store” contracts. The crude “contracts need to be signed” error message may be returned for any account type that has not yet agreed to the latest “Apple Developer Program License Agreement.” While this contract could change, and require an updated agreement, it seems less likely to change as frequently as the App Store agreement.
